OverlayPlugin.dll stuck on Initialized, not logging combat

Hi! I am using ACT for FFXIV combat tracking. As of yesterday the OverlayPlugin.dll is stuck on Initialized and not logging anything. The overlay merely says awaiting encounter data for all overlays I try. Nothing has changed on my end - the program is always run as Administrator, there is an exception added for ACT in Windows Firewall, and I've tried uninstalling/reinstalling the Combat Tracker plugin. Not sure what else to do. Can someone kindly assist?

    Forgot to mention I've downloaded the latest update and the issue persists.

    It matters more about what the main ACT window shows and what the FFXIV plugin says when you test the connection.  If those don't work, other things won't.  OverlayPlugin isn't responsible for those things and "Initialised" is normal, not stuck.
