spell timer window stuck

my spell timer window is stuck above my windows search bar and will not move, ive rebooted pc several times, closed ACT and reloaded several times and just can not get this to move what gives? how do i fix this

    so very weird, i had to go to options, reset window locations and size , reload act and then it had a huge spell timer window with no bar saying "spell timers" wouldnt let me drag or click anything at all, it wasnt until i went back to act window, shut off and on spell timers a few times until it finally gave me a spell timer bar and window i could move and adjust. self fixed after much fiddling around with it
