FF14 Overlay Removed?

Hello,

I recently updated ACT and now the overlay is no longer showing and I do not see the option for it in the plugins tab.  Has it been removed from the app or do I need to do something else to enable it?

    It's been removed from the FFXIV Plugin.  You will need to use an OverlayPlugin target bar preset to have the same functionality.

    I'm new to the game.  Is there a plugin that allows the target bar to be manipulated?  I don't know what "use an OverlayPluin target bar preset" actually means in regards to actually setting this up.  Sorry for the noob question.
