ACT on upgrades and new windows install

Recently reinstalled windows due to PC upgrade, after reinstalling and running, got this error.

Update: installed newest .net framework and now it launches, but the startup wizard now gives me this error on the parsing plugin step

If your new OS install is missing .NET Framework files, you could try installing the latest .NET Framework version and hope it fills in the gaps.

Yeah it’s how I managed to get past the first issue, but is now unable to connect to find the plugins. Oddly enough, the only other program that’s having this issue is xivlauncher, all other aspects such as websites and games all work without issues. I’ve tried completely disabling the firewall with no luck yet.

Doing an in-place upgrade/reinstall of windows fixed it.
