More TTS Voice Options?

Hi, so I just realized that my ACT only has these 3 voice options for TTS even though I installed a couple more language packs in Windows 10. Is there a way to add more voices to this?

    I haven't dropped support for Windows 7(or even Vista) at this point.  If I switched to a different API that accesses these Window 10 voices, I'm not sure what would happen to the other users.  I guess I'd have to allow it to switch between them somehow in a way that doesn't crash just running the program on Windows 7.  It could be a plugin, as well... and there are some Japanese TTS plugins for ACT... but I don't know about ones for Windows 10 TTS.
